Executive, Health, Safety & Environment

Responsibilities

  • Providing in implementing and monitoring the project Health, Safety & Environmental Management System.
  • Ensure compliance with company HSE policies, project requirements, and relevant statutory/regulatory requirements at the construction site.
  • Assist in the preparation and implementation of HSE plans, risk assessments, safe work procedures, and emergency response plans for the project.
  • Conduct regular site inspections, safety audits, and monitoring activities to identify unsafe acts/conditions and recommend corrective actions.
  • Coordinate with EPC Contractor HSE Lead and participate in HSE-related activities, toolbox meetings, safety campaigns, drills, trainings, and awareness programs for employees and contractors.
  • Coordinate and conduct safety induction program for all visitors from Owner’s end. Arrange necessary specialised training for Owner’s staff to get necessary certification from the regulatory authorities enabling them to attend inspections in confined space and work at heights.
  • Review Method statements and Risk assessment document for all works submitted by EPC Contractor and advise respective Project site engineers and also coordinate with Owner Engineer to respond to EPC Contractor.
  • Prepare/coordinate to prepare any HSE documents which are required by Lender’s Engineer in relation to project. 
  • Monitor contractor compliance with site safety requirements, permit-to-work systems, and environmental controls.
  • Follow up with EPC Contractor HSE lead and Support incident reporting, investigation, and follow-up on corrective and preventive actions.
  • Maintain proper documentation and records for HSE inspections, audits, reports, certifications, permits, and training activities.
  • Assist in the implementation of occupational health, environmental protection, fire prevention, and emergency preparedness initiatives at site.
  • Arrange emergency drills on site in coordination with EPC Contractor’s HSE lead as required under authorities’ law
  • Review and share the observations and comments related to HSE documents submitted by EPC Contractor.
  • Liaise with internal stakeholders, contractors, and relevant authorities on HSE-related matters when required.
  • Promote a proactive safety culture and ensure all personnel adhere to HSE rules and safe work practices on Project site.

 

Requirements

  • Specialist Diploma/Degree in Workplace Safety & Health/Advanced Certificate in WSH or equivalent.
  • Minimum 1 to 3 years of HSE experience in Energy/Chemical/Oil & Gas/Process Plant environment.
  • Preferably with basic knowledge of working in the plant environment or related industries.
  • Understands fundamental HSE concepts, practices and procedures as well as regulatory compliance requirements.
  • Meticulous, pro-active with positive attitude and willing to learn
  • Self-motivated independent and has sound analytical and communication skills and is a team worker.
  • Proficiency in MS Office applications
  • Must be familiar with IFC standards/guidelines required to be complied during execution of an infrastructure project.

 

 

Others

  • Willing to work in Jurong Island
  • 5-day work week or during any urgent calls.
  • Company transport provided (Jurong East)
