3 January 2024, Singapore – PacificLight Power Pte Ltd (PLP) is delighted to announce that it has been awarded the right to build, own, and operate a hydrogen-ready Combined Cycle Gas Turbine (CCGT) facility on Jurong Island by the Energy Market Authority (EMA). Scheduled to commence operations in January 2029, this will be the largest single, and most efficient, state-of-the-art H-class, CCGT in Singapore, with capacity of at least 600MW. The new plant will play a critical role in strengthening Singapore’s energy security, enhancing grid stability and advancing the nation’s transition towards a low-carbon future.
The new plant will be in addition to PLP’s existing 830MW CCGT facility, that has been operating since 2014, and 100MW of Fast Start capacity, that is currently under construction and due to commence operations in Q2 2025. The plant, to be built on a greenfield site, will include a large-scale Battery Energy Storage System (BESS), fashioning the first CCGT unit integrated with BESS in Singapore. This underscores PLP’s commitment to adopting cutting-edge solutions that enhance system stability while reducing operational costs and environmental impact.
The plant will be capable of using at least 30% hydrogen at inception and will have the ability to burn 100% hydrogen in the future. The greenfield site on Jurong Island is sufficiently sized to accommodate a second CCGT unit as well as potential for future integration of Carbon Capture, Utilisation, and Storage (CCUS) technology, reinforcing PLP’s dedication to long-term decarbonisation strategies.

29 July 2024, Singapore – Google, PacificLight Energy (PLE) and Rexus Bioenergy (RExus) have entered into a 10-year collaboration under which PacificLight will offtake renewable energy generated from RExus’s Waste Wood-to-Energy (WWtE) Plant and supply it to Google. The renewable energy generated by the new WWtE plant will be certified under the International Renewable Energy Certificate (I-REC) standard.
This clean energy will support Google’s data center and operations in Singapore and will contribute to Google’s sustainability goals to operate on 24/7 carbon-free energy by 2030.
Jointly developed and invested by Sobono Bioenergy and V8 Environmental, RExus’s 13.2MW WWtE plant is the first of its kind, designed with circular synergy and with best-in-class technologies. It will have an estimated 10% higher efficiency than conventional Waste to Energy plants in Singapore. Through robust Plant design to the highest specifications, the Plant optimizes the use of waste wood, such as horticultural waste and waste wood from the logistics industry, turning them into energy. Co-located with the WWtE Plant is the most advanced electrical wood processing system and a high-volumetric vertical silo where biomass is stored and handled by a Smart 3D visualization handling system.
The Plant is expected to begin commercial operations in 2026 and it will operate on a 24/7 basis. It will also be paired with a pilot-scale carbon capture system where the captured CO2 will be channeled towards innovative downstream utilizations. PacificLight Power, parent company of PLE, has invested a 30% share in Sobono Bioenergy to seed the development of the WWtE plant.

12 April 2024, Singapore – PacificLight has successfully completed the Advanced Turbine Efficiency Package (ATEP) at its power plant on Jurong Island, marking a significant step towards a carbon-lite future for Singapore.
PacificLight and Siemens Energy executed an agreement to implement the upgrade in March 2021, which was the first ATEP agreement in Asia. The 4-stage upgrade of the plant’s turbine blades involved the installation of new hot gas path parts, advanced profiling and aero features, ultra-efficient internal cooling and sealing, optimised stage loading, advanced materials, and manufacturing methods to deliver higher operational efficiency. The first phase of the ATEP was completed in 2023 and the final phase was completed in February 2024.
Following the upgrade, PacificLight’s plant has increased its total power output by 30MW and improved efficiency, such that it is the first plant in Singapore to exceed 60% efficiency. The success of the ATEP reinforces PacificLight’s standing as one of the most efficient gas-fired power plants operating in Asia. The ATEP upgrade has resulted in an annual carbon emission reduction of over 60,000 tonnes, equivalent to taking over 9,300 cars off the road every year.

Singapore, 8 September 2023 – Pacific Medco Solar Energy Pte Ltd (“PMSE”), a company owned by PacificLight Renewables Pte Ltd, a renewable energy company in Singapore under First Pacific Company Limited and Meralco PowerGen Corporation, Medco Power Global, a subsidiary of PT Medco Power Indonesia (“Medco Power”), a leading independent power producer in Indonesia, and Gallant Venture Ltd, a Salim Group company, has been granted a Conditional Approval by the Energy Market Authority (“EMA”) for a 600MW solar project to import price competitive and reliable renewable energy from Bulan Island, Indonesia to Singapore via a dedicated high-voltage subsea cable (“Bulan Solar Project”).
The Conditional Approval was announced today at the Indonesia Sustainability Forum Summit in Jakarta, in the presence of Deputy Minister of the Coordinating Ministry of Maritime and Investment Affairs of the Republic of Indonesia, Mr Rachmat Kaimuddin, and Second Minister for Trade and Industry of Singapore, Dr Tan See Leng.
The project will install over 2,000MWp of solar PV and 500MW of battery storage and is expected to be completed by 2028. It will play an important role in Singapore’s energy transition to a low-carbon future to meet the total import target of 4GW by 2035, which is expected to make up around 30% of Singapore’s total electricity supply.

Notes: In October 2021 the EMA granted the consortium an in-principle import license for a 100MW Pilot project. The 600MW Conditional Approval includes the capacity under the 100MW Pilot Project.
Further to approvals recently granted by the Indonesian authorities, the consortium will conduct a marine survey for the high voltage subsea power cables as part of the next phase in the project’s development. PMSE will also continue to work closely with Original Equipment Manufacturers (OEMs) to facilitate the development of photovoltaic and BESS manufacturing plants in Indonesia.

The first-ever Advanced Turbine Efficiency Package (ATEP) will soon be implemented in Asia for customer PacificLight Power Pte Ltd at its existing 800MW power plant in Jurong Island, Singapore, following a recent agreement signed with Siemens Energy. Under this ATEP, new hot gas path parts have been designed using the most advanced, cutting-edge turbine technology. The advanced profiling and aero features, ultra-efficient internal cooling and sealing, optimized stage loading, advanced materials and manufacturing methods will deliver\higher operational efficiency, hence significantly reducing carbon emissions.
This design is derived from Siemens Energy’s continuous development of gas turbine enhancements and is modelled on the well-proven SGT5-4000F gas turbine with a total fleet size of more than 300 units worldwide and based on advanced computational methods used in the Siemens Energy HL-class turbine. Once implemented at PacificLight Power’s 2 X 400MW plant in Singapore, the gas turbines are set to reinforce the power plant’s presence as one of the most efficient gas-fired power plants in Asia. The improved efficiency and reduction in carbon emission from ATEP equates to 18,100 tonnes
of CO2 equivalent per year.
Additionally, this ATEP agreement comes at the heel of the long-term service agreement’s extended scope that prolongs the operational span of the power plant with upgrades to generate increased revenue for the customer. It will also be another step towards the decarbonization of the future in support of Singapore’s goal for a more sustainable and reliable energy system. At the same time, PacificLight Power has received a Genco Energy Efficiency Grant from the Energy Market Authority of Singapore to co-fund this power generation energy efficiency project as part of Singapore’s transition towards a low-carbon future.

Singapore, 25 October 2021 – PacificLight Power Pte Ltd (“PLP”), a Singapore-based power generation and electricity retail company, working with a consortium comprising Medco Power Indonesia, an Indonesian leading independent power producer, and Gallant Venture Ltd, a Salim Group company, has been granted in-principle approval by the Energy Market Authority (“EMA”) for a 100MW pilot solar import project from Indonesia to Singapore. The Project is in line with the Singapore Green Plan 2030 to increase renewable generation.
A Joint Development Agreement was signed between the consortium during the Singapore International Energy Week on 25 October 2021 and witnessed by the Minister of Energy and Mineral Resources of the Republic of Indonesia and Second Minister for Trade and Industry of Singapore.
PLP, Medco Power Indonesia and Gallant Venture are in advanced stages of developing a solar PV project that will supply renewable electricity exclusively to Singapore through the installation of solar panels at Bulan Island, 2.5 km south-west of Batam Island, Indonesia. The project is expected to have an installed generation capacity of 670MWp in the initial phase, which will provide 100MW equivalent of non-intermittent electricity. The renewable electricity generated will be supplied via a dedicated plant-to-grid 230 kV HVAC subsea connection to Singapore.
The electricity generation will be sufficient to power over 144,000 four-room HDB flats per annum and offset over 357,000 tonnes of carbon emissions annually. The project will play a pivotal role in meeting the Singapore government’s objectives to increase power generation from renewable sources and reduce the nation’s reliance on fossil fuels. Scheduled for commissioning in 2024, the project will allow Singapore offtakers to enjoy competitively-priced renewable electricity and significantly increase the solar capacity available to Singapore from the current level of 430MWp.

Singapore, 11 November 2020 – PacificLight Power Pte Ltd (“PLP”) announced the successful completion of a refinancing of its existing facilities with a consortium of banks led by Malayan Banking Berhad (Maybank). The refinancing of close to S$1 billion relates to PLPs secured loan facilities for its 800MW Combined Cycle Gas Turbine (“CCGT”) Power Generation Facility on Jurong Island and includes a term loan facility as well as credit support and working capital facilities.
PLP generates close to 10% of Singapore’s electricity and has been safely and reliably operating its power plant since 2013. The plant is one of the most environmentally efficient plants currently operating in Singapore. In addition, PacificLight Energy Pte Ltd, a wholly owned subsidiary of PLP, holds an electricity retail license from the Energy Market Authority and has been supplying electricity to both commercial and residential consumers since 2013.

ISingapore, 25 March 2020- In a broader move to protect and provide essential support to Singapore residents, PacificLight has partnered with Etiqa Insurance Singapore to extend a complimentary 30-day Home & Special insurance coverage for COVID-19 & Dengue Fever.
As part of PacificLight’s ‘We Care We Protect’ initiative, all of PacificLight’s residential customers[1] will be entitled to a home protection plan as well as a special insurance cover for COVID-19 and dengue fever.
Available for enrolment from 25 March to 10 April 2020, this Home & Special insurance coverage is valid for 30 days upon redemption. Eligible customers will shortly receive an SMS or email from PacificLight with their redemption code and registration details[2].
The policy comprises coverage for renovation and home contents, with total benefits in excess of S$20,000. In addition, PacificLight residential electricity account holders will be protected with a lump sum payout of S$3,000 per illness in the event of either a COVID-19 and/or dengue fever diagnosis. Singapore, 3rd November 2019 – PacificLight, an electricity power generator and retailer in Singapore, has officially launched its Sunny Side-Up 12 Plan. In conjunction with Renewable Energy Certificate (REC) trading platform T-RECS.ai, the new plan provides a fully transparent renewable energy option for Singapore residential consumers.
The Sunny Side-Up 12 Plan allows environmentally-conscious customers to become 100% renewable and carbon-neutral in their household electricity consumption. The Sunny Side-Up 12 Plan, marketed at a competitive launch price of S$0.1766/kWh (incl. GST), is the most competitive renewable plan currently available in Singapore. Customers are able to track the source and vintage of the RECs issued to them through T-RECS.ai’s trading platform with serialized RECs purchased directly from existing solar farms operating in the region. T-RECs.ai’s platform, powered by blockchain and artificial intelligence, allows consumers to have independent verification of their certificate ownership.
A REC certifies that the bearer owns 1,000 kilowatt-hour (kWh) of electricity generated from a renewable energy source. As both renewable (solar, hydro, wind) and non-renewable energy generators channel electricity to the same grid, the source of electricity becomes indistinguishable. The purchase of RECs allows consumers to confirm that the source of their energy consumption is from a renewable source, reaping both the environmental benefits of renewable energy as well as fueling demand for renewable energy projects across Southeast Asia.

Singapore, 29 September 2014 – PacificLight Power Pte Ltd (“PLP”) has been given an award under the category of Asian Gas Power Plant of the Year 2014 by the Asian Power Awards.
PacificLight CEO, Mr Yu Tat Ming, accepted the award at a ceremony held on 11th September in Kuala Lumpur attended by industry executives and business partners. This prominent annual ceremony, established in 2004 by the Asian Power Magazine, has been recognising top achievers, best practices and innovations in the region’s power industry and is judged by an independent panel of experts.
PacificLight operates an 800MW state-of-the-art Combined Cycle Gas Turbine (“CCGT”) power plant on Jurong Island and is the largest consumer of Liquefied Natural Gas (“LNG”) in Singapore, utilising Singapore’s first LNG import terminal operated by the Singapore LNG Corporation Pte Ltd (“SLNG”). The plant has been operating successfully since January 2014.

In addition to other efficiency-boosting features, the F-class gas turbines are designed to comply with stringent international emissions standards and ramp up its full capacity in 60 minutes, making it one of the most efficient and flexible power plants operating in the region.

Singapore, 3 June 2014 – PacificLight Power Pte Ltd (“PLP”) launched today its 800MW state-of-the-art Combined Cycle Gas Turbine (“CCGT”) power plant located on Jurong Island, making it the first in Singapore to be completely fuelled by liquefied natural gas (“LNG”). The use of LNG is part of Singapore’s plan to diversify its energy sources and to decrease its reliance on piped natural gas.
Mr Chee Hong Tat, Chief Executive of Energy Market Authority, officiated the opening ceremony, which was attended by government officials, shareholders, industry representatives and business partners.
Construction of the S$1.2-billion power plant commenced in 2011 under an Engineering, Procurement and Construction contract awarded to a consortium consisting of Siemens AG, Siemens Pte Ltd and Samsung C&T. Completed on schedule earlier this year, PLP’s 800MW power plant contributes 6.2% to Singapore’s total installed generating capacity.

Singapore, April 6, 2018 ̶ REC Group, the leading European brand for solar photovoltaic (PV) panels, yesterday welcomed illustrious guests to the ground- breaking and contract-signing ceremony for what promises to be one of Singapore’s largest-ever rooftop solar installations. Singapore’s Senior Minister of State for the Environment and Water Resources, Dr Amy Khor, spoke at the event, commending REC’s leadership on climate action in the country, and its pledge to support Singapore’s Year of Climate Action. The new installation on the rooftops of the REC factory in Tuas is projected to go on grid in August, and will be built in partnership with Singapore-based power company PacificLight Energy. In this partnership, PacificLight Energy will build, own and operate the solar installation as part of a blended supply package to REC.
The Tuas installation will feed around 2.6 million kWh annually into Singapore’s electricity grid, enough to power 550 HDB four-room apartments. It will save 1,400 tons of carbon emissions every year – the equivalent of planting 64,000 trees or taking almost 300 cars off the road – and further reduce the already low carbon footprint of REC solar panels.
REC supports Climate Action Campaign in Singapore
Singapore has declared 2018 to be the “Year of Climate Action” – and in his welcome speech, REC Group CEO Steve O’Neil outlined the special responsibility of REC in the country: “As the largest solar manufacturer in Singapore, REC has a key role in climate action. With more than 2,000 passionate employees, 90% of whom are based in Singapore, we are working hard every year to reach our vision: to enable everyone to benefit from electricity directly from the sun. Worldwide, more than 30 million REC solar panels are installed on roofs, ground and water – enough to power 12 million people in homes around the globe.”
O’Neil also announced REC’s pledge to support the Climate Action Campaign by Singapore’s Ministry of the Environment and Water Resources. As well as its company pledge, REC also encouraged its employees to make individual pledges on climate action, and 323 have already signed up.
Senior Minister of State for the Environment and Water Resources Dr. Amy Khor emphasized the need for action on climate change: “Each organization and individual is an agent for change. We need to propagate this message to our network of partners, families and friends to take action today for a sustainable future.” She also praised REC’s leadership, saying, “We want to see more companies think and speak carbon. REC is one of the first few companies to make their climate action pledge. I commend REC for taking the lead and championing climate action through tangible actions.”

REC in Singapore and worldwide
REC is expanding fast in Singapore. Since 2010, when REC opened the Tuas plant, capacity has grown by 170%. In 2018 REC plans to produce 1,500 MW of modules in the factory. The 4.3 million solar panels produced by REC at Tuas last year can cover an area of 8.6 km2 – the rooftop space of 21,500 HDB blocks in Singapore. Worldwide, REC has now built a total of 7.6 GW of solar panel power, generating 10 TWh and saving 4.3 million tons of CO2 emissions every year.

Singapore, 5 October 2017 – PacificLight is proud to have received the Energy Efficiency National Partnership (EENP) Award for Excellence in Energy Management, which recognises the company’s continuous pursuit of energy efficiency.
Organised by the National Environment Agency (NEA), Energy Market Authority (EMA) and the Economic Development Board (EDB), the EENP Awards aims to foster a culture of energy efficiency and encourage companies to adopt a proactive approach towards energy management.
“PacificLight is honoured to be selected as one of the winners in this year’s EENP Awards. It provides clear affirmation that our efforts in energy management and efficiency are in line with the NEA’s best practices in energy conservation. Our success is testament to our staff who provide the drive and commitment to implement our efficiency projects,” says Mr Yu Tat Ming, CEO of PacificLight.
Over the past two years, PacificLight has spent more than S$5 million on plant enhancement measures, focusing on efficiency and a reduction of its carbon footprint. The energy saved is equivalent to the electricity used by 10,000 Singapore households.
One key initiative was the implementation of a variable speed drive (VSD) for the feedwater pumps in PacificLight’s power plant, making PacificLight the first in Singapore to adopt a VSD in a power plant. The project resulted in a 50 percent reduction in energy consumption – enough to power more than 2,200 local households.
As part of its commitment to energy conservation, PacificLight holds regular internal energy symposiums where employees share recommendations on energy management – from improving plant performance to reducing in-house consumption.

Singapore, 10 November 2016 – Leading power companies came together today to launch the Singapore chapter of the World Energy Council – a United Nations-accredited energy body with members across the global energy stakeholder community. The chapter seeks to provide a platform on disruptive changes in the energy scene, and to address the energy trilemma of creating a secure, accessible and sustainable energy future.
The chapter’s founding members are Singapore Power, Senoko Energy, YTL PowerSeraya, Tuas Power, PacificLight Power and Singapore District Cooling (SDC). SP is the chairing organisation. This is the first time that Singapore companies across the energy supply chain – from generation, transmission and distribution, to district cooling and heating – are forming an industry association.
The formation of the Singapore Chapter of the World Energy Council is timely, given the rapid transformation of the global energy industry due to the fast-paced development of new technologies, environmental challenges and changing consumer needs. World Energy Council Singapore creates a platform for the local industry to help chart the course of Singapore’s energy landscape.
The Singapore chapter will tap on World Energy Council’s network of more than 3,000 member organisations in 90 countries, for global insights and best practices on energy policy, innovation and sustainability strategies. Members comprise governments, private and state corporations, academia, NGOs and energy-related stakeholders. The Council promotes an affordable, stable and environmentally sensitive energy system for the world through global, regional and national energy strategies.

Creating a sustainable energy future will require positive leadership from governments, businesses, and investors; working together to enable the novel new policy and business frameworks,” said Dr Christoph Frei, Secretary General of the World Energy Council. Singapore, 07 April 2016 – PacificLight Energy Pte Ltd (PacificLight), a Singapore- based electricity retailer, is proud to be a key sponsor of Singapore’s first-ever National Geographic Channel (NGC) Earth Day Run on 17 April 2016.
Along with Singapore, four1 other major cities will race together to raise regional awareness for climate change and support local environmental advocacy.
From noon on 16 April, more than 300 cyclists, including SEA Games cyclists, pro and elite athletes as well as social cycling group members, will take turns on 25 dynamo fitted, kinetic bicycle units to complete a 24-hour cyclothon, generating at least 33,000 watt hours of power. If successful, the cyclothon will break the Guinness World Record (GWR) set by Hong Kong Polytechnic students in 2014. Part of the electrical energy generated by the cyclothon will be used to power a movie marathon that has been sponsored by PacificLight.

PacificLight’s Role in Environmental Sustainability
PacificLight’s commitment towards environmental sustainability is strongly reflected within the organisation. Our state-of the-art power plant has been successfully registered under the United Nations Clean Development Mechanism (CDM) and is the largest project in Singapore and the only power plant registered under the CDM. CDM recognises projects that contribute to sustainable development and emissions reduction by enabling registered project activities to earn Certified Emission Reduction credits, each equivalent to one tonne of CO2. These credits can be traded and used to meet emission reduction targets.
In conjunction with the Renewable Energy Corporation (REC), a leading global provider of solar energy solutions, PacificLight is the first energy retailer to provide customers with a hybrid energy solution that incorporates solar power. Launched in 2015 and known as the “PLEdge to RECharge Green Energy Program” the scheme provides customers in Singapore the ability to adopt solar power to meet their energy needs in conjunction with electricity generated by natural gas.

Singapore, 28 October 2015 – In response to the increasing importance being placed on energy management by Singapore’s energy industry as well as consumers, PacificLight Power Pte Ltd (PacificLight) today launched the PacificLight Centre of Excellence, which aims to promote energy efficiency and encourage the uptake of new technologies in energy management among Singapore electricity users.
The Centre of Excellence will focus its efforts on two fronts: Plant Reliability and Innovation programmes in control method and system changes to maximise the efficiency of PacificLight’s 800MW power plant on Jurong Island; and Retail Innovation initiatives, which develops critical and sustainable value-added services for PacificLight’s customers.

The Plant Reliability and Innovation programmes include measures to reduce the in-house consumption and deployment of solar PV units on the rooftops of the company’s power generation plant on Jurong Island. This will make PacificLight the first and only generation company in Singapore to include solar energy into its own energy mix.
With the support of the Singapore Economic Development Board (EDB), the Retail Innovation initiatives have evolved from the “PLEdge to RECharge” programme, launched in partnership with REC Solar in March 2015, to provide customers with the option of adopting solar energy in addition to the existing natural gas fuelled power generation to meet their energy needs. Other initiatives currently in exploration include energy storage solutions and demand side management.

Under the PLEdge to RECharge Green Energy program, customers can elect an ownership or leasing arrangement model for solar panels provided by REC and the desired proportion of energy generated by the solar panels. The remaining energy requirements will be met by PLE through the provision of natural gas-fired electricity from Singapore’s energy grid.
The program has been established in response to the Singapore government’s support for the development and deployment of solar technology as part of its efforts to diversify the nation’s energy mix. It also complements the SolarNova initiative spearheaded by Singapore Economic Development Board (EDB).
Speaking at the official launch of the strategic partnership, Mr Goh Chee Kiong, Executive Director, Cleantech and Cities, Infrastructure and Industrial Solutions, EDB, said, “Singapore continues to play a significant role in the development of innovative energy solutions and we welcome the strategic collaboration between PLE and REC, which will offer electricity users in Singapore greater access to renewable energy sources.”
The program will be introduced for an initial period of two years, during which time PLE and REC will continue to explore innovative ways to encourage companies to adopt green energy and become more energy efficient.

In response to the increasing importance being placed on energy management by Singapore’s energy industry as well as consumers, PacificLight Power Pte Ltd (PacificLight) today launched the PacificLight Centre of Excellence, which aims to promote energy efficiency and encourage the uptake of new technologies in energy management among Singapore electricity users.
The Centre of Excellence will focus its efforts on two fronts: Plant Reliability and Innovation programmes in control method and system changes to maximise the efficiency of PacificLight’s 800MW power plant on Jurong Island; and Retail Innovation initiatives, which develops critical and sustainable value-added services for PacificLight’s customers.
CEO of PacificLight, Mr. Yu Tat Ming said, “As Singapore advances its position as a regional leader in sustainable solutions and clean energy technology, it is paramount that we continue to equip and encourage ourselves to search for new solutions that meet customers’ needs and evolve our business. We recognise that securing a sustainable energy future requires the wise use of resources and that maximising our efficiency and reliability also benefits our customers by reducing energy costs.”
The Plant Reliability and Innovation programmes include measures to reduce the in-house consumption and deployment of solar PV units on the rooftops of the company’s power generation plant on Jurong Island. This will make PacificLight the first and only generation company in Singapore to include solar energy into its own energy mix.
With the support of the Singapore Economic Development Board (EDB), the Retail Innovation initiatives have evolved from the “PLEdge to RECharge” programme, launched in partnership with REC Solar in March 2015, to provide customers with the option of adopting solar energy in addition to the existing natural gas fuelled power generation to meet their energy needs. Other initiatives currently in exploration include energy storage solutions and demand side management.
